The new regulations bind platform sellers and e-commerce platforms together. Sellers do not need to upload tax certificate files to the platform separately. The platform can directly check the certificate status based on the seller’s German local tax number and EU VAT tax number at the back of the tax bureau. The platform will also directly withhold VAT taxes and pay them to the tax bureau.

The regulations will start trial operation on July 1, when Amazon will directly receive the seller’s tax registration information and the seller’s back office. At this time, it will start to check whether the seller’s registered data and tax information are consistent with the back office. If there is a discrepancy between the tax information and the seller's background information, Amazon will notify the seller by email and give a certain period of time to correct it. If the information is not updated within the time limit, Amazon will restrict sales.

In addition, the tax bureau can directly check and punish third-party sellers through the Amazon platform. That is to say, if the tax bureau finds a problem with a seller's invoice or tax, it can skip Amazon and directly remove the seller's right to sell.
